It is planned to complete the risk assessment and planning environmental assessment of the "Shenzhen Sludge Disposal Countermeasure Research and Layout Planning" in 2017, research and promote sludge volume reduction, harmless disposal and resource utilization, and promote the implementation of sludge treatment facility projects.
On May 18, 2018, Shenzhen Water Affairs Bureau released the 2017 Work Summary and 2018 Work Plan.
In 2017, we have completed the advanced dewatering project in the sludge plant, added 800 tons / day of sludge treatment capacity, and completed the procurement of 1,500 tons / day of sludge off-site resources for sludge disposal.
In 2018, it is planned to promote the comprehensive trial operation of the Shangyang sludge treatment plant, finalize the project site selection, treatment scale, treatment process and other matters with the Shenzhen-Shanshan Cooperation Zone, and ask the municipal government to review and issue the "Shenzhen sludge disposal countermeasure research and layout plan" Revised (2016-2035).
“13th Five-Year Plan” for Shenzhen Water Development
In November 2018, the Shenzhen Water Authority issued a mid-term evaluation report on the "Thirteenth Five-Year Plan" for Shenzhen Water Development.
Implement the technical route of deep dehydration + comprehensive utilization in the sludge plant, promote the deep dehydration project in the Guanlan and Longhua sludge plants, arrange the external sludge in the Hengling sludge project, and increase the sludge treatment capacity of 800t / d; build Nanshan, Yantian, Luofang 4. The sludge treatment project of 4 sewage treatment plants in Futian has newly added a disposal capacity of 1425t / d; completed the purchase of 1500t / d sludge off-site resources for sludge disposal, effectively alleviating the sludge disposal tension. Strengthen on-site supervision of sludge to ensure 100% harmless treatment and disposal of sludge.
For the construction of sludge disposal plants, a total of 4 sewage treatment plants in Luofang, Futian, Nanshan and Yantian were planned and constructed. In the middle of the “Thirteenth Five-Year Plan”, all four sewage treatment plant sludge treatment projects have been completed, with a total investment of 280 million yuan, which is 120 million yuan less than the planned investment of 400 million yuan.
Similar to Guangzhou, the sludge disposal strategy in Shenzhen is to reduce sludge in a sewage treatment plant first, and then use the sludge after reduction.
This route directly eliminates the technological routes designed for sludge with 80% moisture content, such as thermal hydrolysis + anaerobic digestion.
But from a macro perspective, this strategy is undoubtedly correct.
For land such as Shenzhen and Guangzhou that are expensive and close to obvious areas, off-site disposal has become the most important disposal route for sludge.
The reduced sludge in the plant is undoubtedly very helpful for long-distance transportation required for off-site disposal.
